Tying insurance costs to weight isn’t a bad idea. After all, people respond to incentives. But, it makes more sense to measure Body Mass Index than waist size. BMI isn’t a perfect measure, but it’s an easy and low cost metric to track. And, there certainly isn’t a perfect waist size for all men or all women over 40.
