Concerned about rising rates of both (cardiovascular disease and diabetes) in a graying nation, Japanese lawmakers last year set a maximum waistline size for anyone age 40 and older: 85 centimeters (33.5 inches) for men and 90 centimeters (35.4 inches) for women.

Tying insurance costs to weight isn’t a bad idea. After all, people respond to incentives. But, it makes more sense to measure Body Mass Index than waist size. BMI isn’t a perfect measure, but it’s an easy and low cost metric to track. And, there certainly isn’t a perfect waist size for all men or all women over 40.
